In some cases the Editorial Board may consider retracting a publication. The article will be officially withdrawn if at the stage of consideration, preparation or after publication by the editors or readers there will be revealed a violation of the requirements of publication ethics. The withdrawal of the article due to violation of the publication ethics will also entail a ban on publishing articles in this journal for all members of the authors' team involved in the incident in the future.
If the editors decide to revoke the text on the basis of their expertise or information received by the editors, it is important to inform the authors / team of authors about the decision. The author (the lead author in the case of collective authorship) must necessarily be familiar with the wording justifying the retraction of the article.
Having decided to withdraw the article, the editorial board indicates the cause of retraction (in the case of plagiarism, indicating the sources of borrowing), as well as the date of retraction. The article and description of the article remain on the journal’s website as part of the corresponding issue of the journal, but the electronic version of the text is labeled RETRACTED and the date of the retraction, the same litter is placed under the article in the list of issues - N.B. Simple mechanical deletion of an article from the electronic version of the journal and from the archive on the website of the journal is incorrect. Texts of the withdrawn articles should remain where they were previously with the corresponding mark.
The reasons for retraction may be the following:
it constitutes plagiarism, including borrowed pictures, tables, diagrams, etc.;
the findings have previously been published elsewhere before the date of its publication in the journal;
the published article has serious errors, which place its scientific value in question;
if plagiarism was detected after publication;
the published article has serious errors, which place its scientific value in question;
incorrect list of authors (there is no one who deserves to be an author; people who do not meet the criteria for authorship are included);
a conflict of interest is hidden (and other violations of publication ethics);
republishing the article without the consent of the author;
the article did not pass the review procedure;
if the publication of the article resulted in a violation of someone's copyright or generally accepted standards of scientific ethics, then the editorial board of the scientific journal has the right to withdraw the published article.
In such cases the Editor should initiate the revision, after which the article may be retracted. The Act on retraction is complied, which is signed by the editor-in-chief. The copy of the Act is being sent to the author of the article. In this case the article is not physically withdrawn from the published edition and the file of the issue on web site. The Editorial Office publishes the notification on retraction of the article on the corresponding page of the issue content on the official site of the Journal.
Information about who makes the final decisions in controversial situations
The decision in controversial situations when publishing a manuscript is made by the chief editor and the editorial board in accordance with the recommendations of the reviewers. An article that is not recommended for publication is not being reviewed again. The editors send the authors of the submitted materials a motivated refusal and recommendations for correcting the article, and also undertakes to send copies of the reviews to the Ministry of Education and Science of the Russian Federation upon receipt of the relevant request by the editor.
